Gadora is a Constitutional Monarchy with an elected Legislature. There is a People's House which is made up of representatives elected by the People and a Senate whose members are selected by the People's House. The country is divided into counties which each have a popularly elected County Board. The Emperor is in control of the military. Control of the Judiciary is split between the Emperor and the County Boards,
While the country is ruled by an Emperor, it is not hereditary. The Emperor selects an heir to succeed him, and this person is customarily not related to the Emperor.
